Most of these teams already have most of their squads and are therefore looking very often specifically to fill certain gaps. So often good players can miss out because the teams just all feel they have their spot already covered.
Plus, I think the players doing well at domestic level without having broken into the national teams are often considered the best deals for these franchises as the international players are often unavailable for much of the IPL.
That being said, Maxwell now seems well intrenched in the aussie short-form teams, and now considered a fringe test player even, though I think that's probably a bit premature, but may still affect his availability for the IPL.
Sahara Pune Warriors is the best team so far in IPL 2013..They have good Indian Players as well the Overseas players...

Maxwell's worth is not in his bowling / batting skills. He is a typical Australian, who never want to give up in a match and a brilliant and AGRESSIVE player in the field.

Posted by kc69 on (February 4, 2013, 7:31 GMT)Hyderabad have enough Foreign players as well as a good pace attack(Steyn,Ishant Sharma,Darren Sammy,Thisara Parera,Sudeep Tyagi and good spin combo-Amit Mishra and Nathan Mccullum,along with Sanga,Parthiv Patel and De Kcok behind the wickets but they need to work on getting Indian players especially batsmen.)

A major factor in deciding the players and prices is their availability for the whole season. They might be itching to buy the likes of Ajmal, Hafeez, Akmals, Junaid etc. But given the uncertainty of the Indo-Pak relations. They might end up having a few players in their squad who are not able to play for non cricketing reason. So they are just playing safe by not taking any pakistan player in their squad. You can also see a similar apathy towards England players due to strict rules of ECB. That's why a Mascarenhas will fetch more price than most of the established England players.
