Malcolm Gray made his mark as chairman of the Australian Cricket Board in the late 1980s when he was instrumental in paving the way for South Africa's return to the international fold. Gray challenged Jagmohan Dalmiya for the ICC presidency in 1996 but withdrew when Dalmiya canvassed strong support from the Associate nations, on the understanding that he would succeed him , which he did in 2000. He took charge during the height of the match-fixing scandal. He tackled the issue head-on, saying his only regret at the end of his three-year term being that the anti-corruption unit, which he helped establish, did "not catch more scalps" adding "none of us realised the extent of the problems cricket had at that time". His tenure ended with the 2003 World Cup, an event that was far from successful and mired in controversy with boycotts of matches in Zimbabwe and Kenya.
