It has 2 meanings

1- Bangladesh is more worried about the Teesra than security after seeing ENG fate

2- Teesra can also be considered as the 3rd party, in this case ICC

@ agupta429: Left one is Pakistan's home defense Minister Rehman Malik & Right one is BCB President Mustafa Kamal. Anyway, this cartoon is a hilarious one mainly for impressions of face.
