Bangladesh has postponed its tour of Pakistan following a court order that set a four-week embargo on the national team's plans. The decision, communicated on Thursday to the PCB by the BCB's acting CEO Nizamuddin Chowdhury, is the latest twist to a long-running saga that began last December; the tour itself, comprising two limited-overs games, had been finalised last weekend to take place in Lahore at the end of April.

The order came on a day when Pakistan said it had sent a 70-page security plan for the tour to the ICC and announced details of match tickets that were to have gone on sale next week. The events that followed will have added to doubts over whether the tour will indeed go ahead at all.

The PCB reacted sharply to the news. "It is astonishing to note that a matter lacking any legal issue has been dragged in the court by petitioners who appear to have vested interest and want to jeopardise Pakistan-Bangladesh cricketing relations," the statement said.

"It is extremely disturbing to note for the PCB and Pakistan cricket fans and world cricketing nations that such an adverse order has been passed to block a bilateral cricket series."

The court order, delivered by Justices Farid Ahmed and Sheikh Hasan Arif on Thursday afternoon, was in response to a writ petition filed in the morning by a university teacher and a Supreme Court lawyer who, citing concerns over security, challenged the BCB's decision to send the team at the end of April for a three-day tour.

It also said that in the interim period the sports secretary, the National Sports Council chief and BCB chief Mustafa Kamal justify the decision for the tour.

Azim, one of the lawyers for the petitioners, said: "The ICC asked for a security plan from PCB. They have still not given it. Pakistan is not safe for any foreign teams now. Their own media says so. For that reason, no country agrees to play there. Under the same circumstances, we should not go there also."

The petition echoes the prevailing public sentiment surrounding the tour since it was first announced. The mood against the tour - which has been called short-sighted and opportunistic, at the cost of players' safety - grew following the confirmation of dates on Sunday. The tour, of immense importance to Pakistan, is widely seen as a quid pro quo for Kamal getting the Pakistan-Bangladesh joint nomination for the ICC vice-presidency; with the latter in almost certain cold storage, the tour has become an even more complex issue. Kamal's own flip-flops on issues relating to the tour have added to the confusion.

Adding to the complexity is the security angle. The ICC's stated stand is that it has no role in clearing tour; its remit extends to checking to see whether its officials can be deployed. It has, however, scripted its own escape clause by introducing a "special dispensation" that would allow non-neutral officials where the situation did not allow for neutrals.

The security issue prompted the Federation of International Cricketers' Associations (FICA) to issue a strongly worded statement against the tour.

"This decision of whether Bangladesh should tour Pakistan needed to be a concise and transparent process," FICA CEO Tim May said. "Unfortunately all we have witnessed is seemingly a complete lack of any process and a series of indecisive and contradictory comments, particularly coming from Mustafa Kamal.

"The actions and words of Kamal certainly give the impression of confirming rumors that there has been a deal reached between the PCB and Kamal … What has resulted since has been a series of actions and comments that rather than reassure everyone of the safety of such a tour, only have created heightened apprehensions and doubts amongst players re the safety of the tour and the motives of those involved in the decision."

It is surprising to see in Asian countries that how a petition is heard at first place of a petitioner who has no direct affect on him in a particular matter in question. I have noticed that it happens quite often in Pakistan and now seen in Bangladesh. It would have been understandable if a family member of a Bangladesh cricket team player touring Pakistan would have been a petitioner as that would directly affect the petitioner. How come a random person can file a petition against a situation or someone who has no link to that matter? It is like I should start talking on behalf of Bangladesh cricket team that they should stop playing cricket? If BCB, players and Bangladesh Government had no problem then how someone random can interfere in this matter? Courts in UK & USA give such decisions if petitioner has or will suffer some damage but here I can't see anything like this.

Dear, Pakistani cricket fans, don't be up-set about BD tour. Except BD team, most BD peoples love PAK team for their cricketing ability. Its very helpful for BD team to improve more by playing with world class team like PAK team. But most of u also agree with me that the current situation of PAK is not suitable for cricket. Like other boards (IND,AUS,NZ,SA, ENG etc.) BCB can take decision on public opinion about the tour. Dhaka court ruled on it. We should respect public opinion. In these condition the series could be held out side the pakistan (may be SL, Sharja etc.). Hope that bangladesh will tour Pakistanin the recent future with fearless condition.

Pakistan should not be disappointed on Bangladesh tour cancelled and should not react abruptly. Let us continue the way it is going on. Pakistan should improve the security measures. We should built five star type accommodation adjacent to the stadium with underground path from their residence to the ground. We should try to invite big names of International cricket to take part in our Premier cricket league tournament. Let us try to invite minor countries teams. Once these foreign teams and players satisfied with our security systems, they will spread confidence in other teams and players. Let us resolve all our matters with Indian cricket board. We should realize, today Indian cricket board is a giant in ICC.

It seems most did not read or understand the article. However, always lessons are there from the drama (by Pak and Kamal)......1. Stay always honest, don't play with mass ppl mind..(Never go for personal deal, we do not want a person like Kamal to be elected in this way) 2. No matter you are inviting China or BD but u have to have the proper plan first then invite, here observed funny and unprofessional attitude 3. BD will always look for opportunity to play against best times like Pakistan and without stupidity by Kamal, BD is the only team who really like to visit Pak at any chance but does not mean ICC's proper process is not required. ................And please do not bring the "help" matter between BD and Pak, and then we also are able to dig the history where you'll be no way near to us. For those who still don't know - many will agree that Pak team 1999 was the best team forever even than that won WC 92. BD beat that Pak team in WC 99.

Alison_Brie is right. Any foreign tour of Pakistan is not possible atleast for the next few years. Pak players and youngsters should adapt themselves to the foreign conditions.

PCB should try for Kenya and Zimbawe they are competitive than Bangladesh they show in the past...May be they are waiting for the opportunity, because they have to show the world that they can beat the best teams.. so we try to incourage those teams that really deserve to play with Pakistan and improve there standard of game...I hope PCB also thinks like that and try to invite those nations...

May be BD Cricket should change its name from 'Tigers' to 'Tigers - only in suitable conditions'. And i don't understand why PK (108 points in test ranking) is begging BD (only 8 points in test ranking) again and again. Better spend time on SL, ZIM or Kenya. Otherwise play in neutral grounds for time being and only with equal or better teams. If PK plays again BD now. I will think about going to PK courts to take stay order as we dont play again the teams with single digit points (8).

Bangladesh did well in Asia Cup. There ego is too big now to travel to Pakistan. Flying High. But remember BD won all the tosses in Asia cup and batted in lights. And batting in night lights was much easier. In fact, in most matches in Asia Cup team batting in lights won. Let's wait for a few months till BD ego comes down to earth.

I really want International cricket to return to Pakistan. Personally, I feel that its safe to go there. But, given the current developments regarding the BD tour, I doubt that any other Full Member will be willing to send their team to Pakistan anytime soon. So I think it would be better if Pakistan tried to approach the issue from the bottom. My point is, they should try to convince Youth Teams and Associate nations to tour Pakistan. If those tours go well then the probability of international cricket returning to Pak would improve in a few years.

I just dont understand the "security concerns" shown by Bengali people. When the team of BCB has already visited and approved the tour go ahead then whats the confusion..?? Pakistan and India went and played in Srilanka when other countries had refused during world cup 1996, so I think that Bangladesh should brush aside any security concerns and visit Pakistan...

In my opinion, this is a blessing in disguise. Teams like England, Australia, NZ and SA are years away from touring Pakistan. A 3-day tour would not have enticed them to visit, even if this tour went incident-free. While international cricket is on hiatus in Pakistan, PCB should focus on strengthening the domestic structure and nurturing quality talent. If we play good cricket with honour and integrity, we will send a strong message to the rest of the cricket world. And once the situation improves within the country, the door will automatically open for others to visit. PCB should quit persuading other teams to visit against their will. The experience of playing in neutral conditions will aid our players, though I do feel for the average Pakistan fan. I still cherish my last experience at Gaddaffi Stadium. I doubt any other ground in the world can compete with the atmosphere there.

In my point of view, Whether BD go for the tour or not, hopefully they do, PCB must arrange at least a 3-ODI series and possibly a 2-t20i fixtures against Afghanistan in these coming 2 months. At least one ODI and one t20 should be played in Peshawar, where there are loads of Afghans. It is going to bring in big revenue which PCB needs and at the same time AFg players will get much needed international exposure against quality teams. Pak can utilize this opportunity by caping in new guys as well, while playing at home against a not-so-strong Afg team.

Thanks to the Pakistan fans (drdani , OptimisticPakistan and many more) who have understand the position of Bangladesh fans. None of us are against Pakistan. We are just concerned with our cricketers. We don't believe the board officials, especially Mr. Kamal. If you think from our point of view with a clear mind you should understand. I am hoping for a tour in future when these issues are solved. No hard feelings

Bangladesh must visit Pakistan to start playing cricket to make a good relations with pakistan it is golden opportunity to play this is the right time bangladesh should play with pakistan since banladesh is become the tough team to beat in asia cup they give tough time for India, Sri lanka and only unbeaten team was pakistan so bangladesh got a chance to beat them in their own country, very strong team, Court should not interfere in sports ties with the country let the government should take the decision and send the team to pak this is a minor issue which can be resolved. Hence prime minister should decide and send the team to pak to build a good relations on the country level, see how pakistan came to bangladesh and play the game in game spirit likewise bangladesh should play and show the world that the see the game as game inshallah security will be arranged by pak and should be monitored by ICC only two matches to be playe let the bangladesh play and come back.

It seems no fixture planned for Pakistan national team for the next 5 months. A delay of 4 weeks shouldn't be a problem; I hope this tour of Bangladesh happens. A good media PR will help revival of international cricket in Pakistan. Afghanistan enjoys excellent media coverge nowadays and Pakistan should avail this by inviting Afghanistan for a series of limited over matches including T20 and ODI between Pakistan and Afghanistan. This will give a huge boost to international attention back to Pakistan. We all witnessed the only ODI between Pakistan and Afghanistan at Shajah with full house spectators and phenomenal media attention. Lets PCB repeat a similar move again inside Pakistan.

as far as marketing is concerned, pcb n its sponsor shud strive selfishlessly in this..afterall its a matter of 'cricket'...the bulk of the admission shud b free..they can charge for the seats that r more close to the pavilion or gallery..signed t-shirts,bats,balls,posters n other stuff like this can help generate money..lucky draws for the paid-spectators is another method to generate money..the prize cud b a dinner night with his/her favourite star (m not asking for bike or a car)..u cud also pick up one lucky winner n give him/her a chance to play with his/her local team,as a substitute atleast..our stars cud visit school/college matches to encourage the players n the spectators..i mean the business-dept guys can give a million ideas as to how to generate money..my point is to concentrate more on local/domestic/school/college/university cricket..n then inshallah some day international teams/cricketers will beg to play in pakistan !! :)

being a pakistani m disappointed...but everyone has the right to chose..if bd board/players/nation doesnot want to tour pak, its their choice n we should respect it , not matter how it hurts us !!so my request to my fellow citizens is not to use indecent language against bd nation/team/board pls...since this is over , lets start from the scratches now..although zimbabwe n afghanistan r gud alternatives (let the pcb deal with it,n they r doing a great job) i think v shud make r domestic cricket more interesting for our local spectators..pcb shud arrange matches between pak-11 n the local teams..v shud also divide our cricket stars in 8-10 teams n host tournaments like 'national t20' more often..apart from khi,lhr,rawalpindi,other local grounds shud also host these matches so that the local crowd also get the chance to see their heroes..it demands a great deal from our cricket stars n pcb but to revive cricket in pak v need commintment,effort n time from them !!

Bangladesh never win a single match against Pakistan in this century.Bangladesh played 8 test 27 ODI & 5 T20I in this era against Pakistan and lose every match.Afghanistan played only one match and tough time to Pakistan

BCB wanted this tour to happen since they are the first to initiate it and even BCB didnot cancel the tour- IT GOT CANCELLED BY COURT DIVISION- Bangladesh Cricket and BCB have nothing to do with it- my request to Pakistani fans that please do read the article before reaching conclusions.

A team improves by playing with better teams.I believe that Bangladesh performed better in the Asia Cup because of the tough series with Pakistan prior to that. Bangladesh keeps complaining that it does not enough opportunities to play with better teams. It was the best opportunity for Bangladesh to play few games in Pakistan and if Pakistan were requesting them to play 2 games they should have asked for more games including tests. I think they should have gained more from this tour.As far as Pakistan is concern there recent performance is more than satisfactory and if they could win next 2 to 3 test series, they could be number 1 and that is the way to go if they want to attract other teams to play in Pakistan in the future

@KHANQ you might dismiss the tour as "rubbish" because you, perhaps, live in a country where you can go to a venue and see your national team play. However, Pakistanis who have for many years now seen their national team only on television broadcast from foreign lands, might welcome this tour and support it in vast numbers. For the PAK cricket fan, this "rubbish" as you refer to it might just be to them, a welcome reprieve. It's better than nothing.

I agree with Shafiq Bhatti. PCB has taken way way long time to send security plan. You can not invite a country without security plan. Because of this delay, court has given the order. I want to see cricket back in PAK soon too. I hope something happens sooner than later. Thanks BCB for extending the helping hand for PCB.

Well, for those fans who are blaming bangladesh cricket board. BCB did confirm the tour with PCB, however the security of the team is very important. so its was unto PCB and ICC to figure out the security plan. why blame bangladesh cricket board. we want team bangladesh to play with any top cricket playing team like pakistan. so it is our loss as well. however safety comes before games. hopefully everyone understands it without blaming BCB.

Pakistan should focus on developing their domestic T20 tournament but on the lines of English county system rather than IPL simply because it does not have that big market. It should allow 2-3 foreign players to participate and the idea of having a team from Afghanistan, UAE and China seems good. As far as the tour is concerned everyone knows who controls international and particularly Asian cricket and there should be no expectations from any kind of support.

I think as a pakistani we wanted this tour to happen but we should not request BD caliber team again and again to play against us . In a way it is good if we invite Afghanistan , Kenya ,Zmb or Ireland i think they will readily accept the offer to play 2 or 3 games with top rank team like us . And the impact will be same when tour will go along safely as that would have been if BD played .But in long term it will be BD loss not to play in Pakistan cos playing BG will not convince Eng Aus Ind SA to tour Pak . But if we can play few series against above mentioned improving teams after few successful tours ultimately ICC and top teams will tour .

Pakistan is a safe place to watch the match. PCB has just submit the security plan for the bangladesh Cricket Team and that will be a presidential type of security. This is what pakistan is doing for the renewal of International Cricket. It is a very sad news for us. But time don't remain the same, we have a potential to stand alone.

It's ok to Have F1 in Bahrain! But at the end of the day some procedures must be followed, if the ICC need a security plan then give them one. Main thing is Bangladesh are willing to come, hopefully sooner rather then later. I just want to see Pak vs India, I think it will be a sell out anywhere in the world. Don't understand why thy cannot play in a neutral venue.

Hmm, a bit senseless, the decision was made to go after a demonstration and plan of security meeting the satisfaction of the appointed authority, the BCB who are responsible for deciding these matters on where the team goes and its security. They approved it and the date was set, this has been raised by people out of the loop who are not privy to the security plans or relevent details. Just a perfect example of politics and people of position wanting to make a name for themselves and get involved in things they have no involvement in from our part of the world.

I think Bangladesh is right....afterall last time when Srilanka visited they said EXACT same word that presidential security will provided to Srilanka and we all know what happened after that,...Srilankan were lucky.no players were killed but u can not take risks for few money..I think they should play in Dubai till situation gets better.

As a Bangladeshi and cricket lover, I see great danger in BD cricket. This DU teachers have no relationship in cricket, they are destroying our nations in each and every aspect. Bangladesh is the only team which will be safe in Pakistan. When Bangladesh needed support, Pakistan did. Now it is the BD term to support Pakistan. It was an agreement and Bangladesh should carry on.

@armughan altaf: I understand your frustration. However, never before a cricket team has faced terrorist attack like SriLankan team did back in 2009. Even before that tour Pakistani government claimed to protect SriLankan cricket team from any sort of unwanted incidents. But the end result was completely different. We do not want the same thing to happen all over again. Specially when Bangladesh team is now in some sort of form to challenge other nations. One of our cricket said, "I do not understand why BCB is doing this to us? I have my 60 years old father and mother living with me. Does BCB even realize how much they would worry if I go there? What if my father have an heart attack thinking about it?" .. Pakistan has great potentials. We respect their support and kindness (Despite of Mr. Yunus saying Bangladesh's test status should be given to Afganistan instead). But this is not the right time to visit Pakistan. It is just not safe.

Altaf when that incident happened BD cancell the series against Pakistan because they thought it'd be unfair to bring international player in country in such situation and Even Pak people are saying that it is not safe to go there. Read the news where Punjab state minister said he cant insure the series. We want cricket back in Pak but not at the cost of our players life.

I'm from Pakistan and I'm very happy about the decision. Security isn't an issue, law and order situation is better now but grounds are in a terrible shape. PCB should rehabilitate the grounds first, then ask a team to visit.

If the petition was filed out of genuine concern for security then the news coming later in the day that Presidential form of security plan has been submitted to the ICC should give BCB a good reason to explain the decision to travel. It is hoped that sports remain within its spirit and does not blow out of proportion. Each wing of the state should be allowed to exercise its powers without undue interference.

@ Armughan Altaf :- You'v definately got a solid point. If pakistan is safe for 25 boxers from around the world including Amir Khan then it should be safe for cricketers also. Maybe politics is infuencing all these decisions. But on the other hand the Dhaka High Court's concern for their best players also is justified in its own right.

Cricket lovers in Pakistan have widely welcomed the tour, on the other hand, the whole Bangladesh was against it (there were few exceptions though). Now the Court is the main decider whether Bangladesh should go there amid security concern. Hope the Court would hear the people's voice.

I think Pakistan didn't cite any such reasons when they went to tour Bangladesh after the armed forces had taken over. In fact they visited to make sure that Bangladesh was not left alone. Pakistan remains safe for boxers from 25 countries each year including the likes of Amir Khan but cricketers are just too insecure.
