Neil Smith commenced his cricket playing with Angledale in the Far South Coast of N.S.W. Association, being a right hand batsman and wicket keeper. He commenced umpiring in Toowoomba in 1998-99 and is currently a Director of the Toowoomba Cricket Association and Secretary of the Toowoomba Umpires Association. He has been a member of the Queensland Country Umpires Panel from 2001-02. He also plays golf and is treasurer of the Toowoomba Golf Club. He began an early interest in club administration and was secretary-treasurer of the Angledale CC and treasurer of the Far South Coast CA. He was educated at Warwick East State School, Mundingburra State School, Winton State School, then to New South Wales at Tathra State School, Bega West State School and Bega High School, while he later gained a Certificate of Accountancy from the TAFE College at Dapto.
