The Blues lost the wicket of Nic Maddinson to Chris Swan in the three overs before stumps to be 1 for 3 at the close.
Starc took five wickets to Bollinger's four, but it was the older paceman who took the majority of the top order wickets in a spell that was fiery at times, and included a blow to the helmet of the Bulls' captain James Hopes.
At 6 for 159 the Blues could have expected to wrap up the tail, but Ben Cutting and Chris Hartley combined in a nifty stand of 86 in only 92 balls to give the hosts something to defend.
