The diminutive Phil Garner led Oxfordshire for 12 seasons, a period which included two Minor Counties Championships, and played for them for 23 years. Originally from Liverpool, he went to Oxford University where he failed to make the first team but did remain in the area. He first appeared for the county in 1971, turning out for them 214 times while scoring 9482 runs at 29.54. he also took 64 wickets at 25.11 with his offspin and held 117 catches. At club level he was in the Shipton-under-Wychwood team which won the National Village Cup at Lord's in 2002 and 2003. He later represented Oxfordshire Over-50s and was in the side which won the ECB 50-Plus Championship at Lord's in 2008. He headed the Department of Student Services at Oxford College of Further Education and served on the Thames Valley Police Authority.
