The West Indian ace was crowned at the International Cricket Council's annual awards ceremony in Dubai on Wednesday.
"I'm honoured to be given this prestigious award," said Chanderpaul, who had already been named Wisden Cricketer of the Year.
"A special thank you goes out to my manager, my agent and all my supporters in the Caribbean and throughout the world. It's also important that I thank my teammates without whom this wouldn't have been possible."
During the voting period, left-hander Chanderpaul played eight test matches, scoring 819 runs at an average of 91.00, including three centuries and six fifties, all against the top seven teams in the world.
He also played 13 one day internationals in that time, topping the averages with 74.75 having scored 598 runs, with a century and five fifties.
Chanderpaul will line up with former New Zealand captain Stephen Fleming and Australian great Justin Langer for the All-Stars when the Hong Kong Cricket Sixes is held at Kowloon Cricket Club from November 8-9.
"It's great news for the Sixes that Chanderpaul has been recognised in this way by the ICC," said tournament director Mark Burns.
"We are committed to bringing world class players to our event and they don't come any better than the man who holds not only the ICC and Wisden Cricketer of the Year titles but also tops the current ICC batting rankings.
"We're sure Hong Kong fans are going to relish watching such a fantastically talented player who is at the peak of his game."
The All-Stars will join six test-playing nations and hosts Hong Kong in the line-up for the Sixes.
The tournament is being organised and promoted by the Hong Kong Cricket Association's commercial arm, China Cricket International Limited.
