A timeline of the progress of the Lodha panel in its study of the BCCI's processes
In January 2015, India's Supreme Court appointed a three-member panel comprising a retired Chief Justice of India, RM Lodha, and retired Supreme Court judges, Ashok Bhan and R Raveendran, to perform three main tasks in the aftermath of the 2013 IPL spot-fixing investigations.
They were asked to determine appropriate punishments for Gurunath Meiyappan, Raj Kundra and their respective franchises, Chennai Super Kings and Rajasthan Royals. In addition, the panel was tasked with examining the role of IPL chief operating officer Sundar Raman and, if applicable, imposing a suitable punishment on him on behalf of the BCCI. It was also asked to make recommendations on the board's processes to avoid conflict of interest, prevent sporting frauds and make the BCCI more responsive to public expectations.
In July 2015, the panel delivered on the first part of its task, suspending India Cements and Jaipur IPL, the owners of the Chennai Super Kings and Rajasthan Royals franchises, for a period of two years, and handing life bans to Meiyappan and Kundra against any involvement in cricket matches.
On Monday, the panel will submit its report on the BCCI's governance structures to the Supreme Court; the report is expected to suggest recommendations to streamline the working of the board and enhance accountability. The recommendations of the Lodha panel, however, are binding on the BCCI only if the Supreme Court deems it so.
