Western Province North Outer consisting of Gampaha and Puttalam Districts emerged Champions in the under-16, Inter Provincial Tournament conducted by the "National Development Centre" of Sri Lanka Cricket.
Nine (9) Provincial teams took part in the limited over league competition. Teams were grouped into three (03) groups.
The Preliminary round matches were played at Galle and Matara Districts on the 14th, 15th, 16th of October 2003, and final round matches were played in Colombo
