Fawad Ahmed, Peter Siddle and Chris Tremain took two wickets each as Victoria bowled New South Wales out for 206 in their first innings in Wagga Wagga.
Victoria struck early on the first day when Siddle removed Ryan Carters for 7 in the seventh over. Fast bowler Tremain then had Scott Henry caught behind for 10, leaving NSW at 2 for 23 inside 12 overs.
Kurtis Patterson and Nic Maddinson, however, put together an 84-run partnership for the third wicket to steady the innings. But after Maddinson's departure, one short of a fifty, it was all downhill for NSW as their middle order fell apart.
Rob Quiney and Chris Rogers were unbeaten on 9 and 1 respectively at stumps on the first day.
