Rajiv Shukla, the IPL chairman, has confirmed that Kapil Dev is not eligible for the BCCI's one-time benefit to former cricketers because he had not accepted the amnesty offered by the board in April 2009 for players and officials involved in the now defunct ICL. Shukla said that while the BCCI was "not against" Kapil, this "technical issue" was behind his exclusion from the one-time benefit.

Kapil, India's World Cup winning captain in 1983, would have been entitled to a fee of Rs. 1.5 crores (US$280,000 approx).

The BCCI, for its part, is yet to publish a full list of cricketers receiving the benefit, drawn out of the profits from the IPL playoffs.

"As far as Kapil Dev is concerned, the BCCI is not against him," Shukla told PTI. "We have not got anything against Kapil but there is a technical issue. He has not accepted the amnesty proposal (by the BCCI). Technically, he is out of this benefit ambit."

Kapil, in an article in the Hindustan Times, had said not all cricketers are answerable to the board, adding "you can't deny that player his due, which he is being given for the services rendered during his playing days." Shukla, however, said that if Kapil accepted the amnesty, he would be considered for the benefit. "It's a hypothetical question. If he gives it, the BCCI working committee will definitely consider it."

Among the other cricketers not receiving the benefit are Mohinder Amarnath, Dilip Vengsarkar, Gundappa Viswanath and Syed Kirmani, as they'd already been allotted benefit matches in the past. "Those who have been already alloted benefit matches, they cannot be part of this scheme. They cannot be given the same advantage again," Shukla said.

"The reason behind giving the one-time benefit to players was that not many players were able to hold their benefit matches. Firstly, it's a cumbersome job to organise a match nowadays. No team is free to be available for the benefit matches.

"It was a very important decision as far as the BCCI is concerned. Roughly Rs 90-100 crore is being distributed to players and their families. Players were happy because they never thought that something like that would happen to them."

The board, Shukla said, has been criticised unfairly. "No sports organisation in the world has done it before. We are also giving pensions to our players. We feel upset when we come to know that unnecessary controversy has been created despite doing so much for the former players. In place of appreciating this gesture, they have been criticising us.

"People are not looking at the positive aspect and are only seeing the negative aspect. They are after the BCCI. Instead of helping the BCCI, you want to kill the organisation."

"It's a hypothetical question. If he gives it, the BCCI working committee will definitely consider it." - says Rajiv Shukla - calling it a technical glitch. And we the supposed to be fans of the game are taking it quitely. Its not about money, but about BCCI not ready to acknowledge Kapils contribution to the game and to India !!! We spend more time talking about Sauravs celebration or Sachins hairstyle .. Why forget the man who actually made the world sit up and take notice of us ? It was his 175 runs, backward running catch, belief in his devils, and remarkable war leadership that got India its ONLY world cup, I do not consider a T20 world cup as one, and the ODI cup by Dhoni and boys was clearly not in the same league as the '83 - for factors best not discussed. Mr Shukla, we do understand the tech. glitch, its called EGO and High handedness

And who makes the decision? Rajiv Shukla... Can he even find the right way to hold a bat or ball in his life-time. BCCI has become their private turf. Shame on India to ignore Kapil... (We have a body that acts not for India but for their pals, like a private club)...

@jazz, why should kapil apologize to the BCCI for being associated with the ICL. It is BCCI which needs to apologize to the public for treating a sportsman like Kapil lke this

kapil dev has always been in favor of cricket and that was the only reason he came ahead and supported ICL.he brought that winning spirit in indian cricket. sm egoistic people of BCCI, who ha never played evn a single game of cricket.today with the power of money they are doing injustice to our 83WC hero. but at the same time they hav forgotten that the money of IPL and BCCI is generated through people only. today we see the telecast on tv or buy tickets and go to the stadium. I dnt want to waste my time arguing here, that will be utter useless. instead i would request each and every1 here, to come ahead and initiate with a fund which will further go to mr.kapil dev as a 1 time benefit. please dnt misunderstand me here, i dnt underestimate his financial status. this will be just a token of honor and appreciation from us to him for serving our country for many years and making us feel proud. and if he does not agree to accept it,he can donate the funds to an NGO or a cricket org.

How many articles on this matter? The whole world already knew it is because of ICL, Kapil didn't get it.. Even Kapil admitted it and doesn't expect anything from BCCI.. Got too much of attention already.. Yes Kapil won the WC and started the interest in cricket.. But BCCI is the one who sent Kapil for that WC to represent their team and are maintaining the status of the game high in the nation even after nearly 30 years.. As Kapil deserves the respect, BCCI too deserves respect for keeping the sport alive in most of the cricketing nations.. None gives it to BCCI but expects everything from BCCI.. How arrogant..

1.5 crores should be nothing for kapil but why are these ex- & present cricketers always keep mum on any issues pertaining to the BCCI.

An ousider saying that Kapil does not deserve, can he give back the WC83, as that he has not agreed to whatsoever. The one time benefit instead of claiming laurels, it is getting criticism as rightly.

@bgshankar The BCCI wants Kapil to apologise and they will pardon him for his mistake. Why a guy like Kapil should accept this. Who is Shukla to ask for a apology from Kapil
