England needed just over an hour to claim the remaining four Governor's XI wickets, with the injured Wajahatullah Wasti unable to bat.
To make up for the time lost on the previous day, the match began half-an-hour early in bright sunshine, in contrast to the conditions yesterday.
Andy Caddick struck early, ending Yasir Hameed's three-hour innings of 57, after six runs had been added to the overnight total of 173 for 5.
The hard-hitting Mohammad Hussain continued with his attacking strokes from yesterday, and reached his half-century from 76 balls when he drove Darren Gough to extra-cover for his eighth boundary.
Ashley Giles replaced Caddick and his second ball to Hussain brought the 200 up with a powerful lofted drive, which went one bounce to the long-on boundary.
Chancing his arm, Hussain then top-edged Gough for four over the wicket-keeper as he had done earlier to Caddick. Attempting a hook again, on 65, Hussain mistimed the next ball and was held at deep fine leg. He had hit ten boundaries.
That was Gough's third wicket, having got Sajid Shah to play-on to his yorker earlier. The Governor's XI had reached 211 for 8, and after thirteen more had been added by the ninth wicket pair, the innings was ended.
In just over an hour's batting before lunch, England were 35 without loss with Milke Atherton on 22 and Marcus Trescothick on 11.
